The gates will always work, the sov holders need to pay rent in the form of gate maintenance fees. Even if they don't pay the gates will still work, otherwise there would be no way to capture unclaimed systems as there would be no entrance to them...

I fit them onto all of my ninja-salvaging ships. If the missioner gets feisty it helps to know what they are fit to resist and deal out. Also I might get lucky and find a ship fit with all officer mods.

What will be the starting conditions? Close range, long range, do you need to fit all 8 ships or just on a per need basis? Are you allowed to warp out? if not that means you won't need warp scrams and can open up whole hosts of different setups.

training it is more complex than that even... once you reach level II or so you stop earning as much XP from blowing up, instead you then start gaining more XP from blowing other people up. By the time you are training level V, you no longer gain ...

It doesn't matter who has the better fittings. The fittings are incommensurable given that they are two different fits. The real thing that matters is which pilot can better use the fitting that they have.
